2024 Malaysia My Second Home (MM2H) Program: Four Categories

  • Malaysia's Minister of Tourism, Arts, and Culture, Tiong King Sing, announced the new application requirements for the Malaysia My Second Home (MM2H) program and updated regulations for agency license applications on his social media platform. Shortly after, the official website of the Ministry of Tourism Malaysia launched the 2024 MM2H participant eligibility criteria and MM2H agency license application guide, along with three detailed MM2H-related documents in Malay: "MM2H License Application Guide," "New MM2H Application Conditions," and a new "Special Edition Economic/Financial Zone Application Conditions."
  • The newly released MM2H application criteria include three categories: "Platinum," "Gold," and "Silver," and notably, the income requirement has been removed. Additionally, the website introduced a special MM2H application category specifically designed for economic/financial zones, which includes the Johor-Singapore Special Economic Zone (SEZ) and the Forest City Financial Zone (SFZ)—key projects in collaboration between Malaysia and Singapore.
  • The requirements for this special economic zone category are largely similar to the other three, with differences mainly in fixed deposits and property purchase conditions. These criteria apply to applicants aged 21 and above. As a result, the current MM2H program is divided into four categories, offering flexible options tailored to different types of participants.

2024 New Application Requirements for the Malaysia My Second Home (MM2H) Program

1. Fixed Deposit Amount

  • 【Platinum】: USD 1,000,000 (approximately MYR 4.72 million)
  • 【Gold】: USD 500,000 (approximately MYR 2.36 million)
  • 【Silver】: USD 150,000 (approximately MYR 710,000)
  • 【Economic/Financial Special Zone】: For applicants aged 21-49, USD 65,000 (approximately MYR 310,000); for those aged 50 and above, USD 32,000 (approximately MYR 150,000) 


 

  • Upon successfully obtaining approval for the Malaysia My Second Home (MM2H) program, applicants can withdraw up to 50% of the fixed deposit amount. This withdrawn amount can be flexibly used for purchasing property in Malaysia, covering children's education costs, healthcare expenses, as well as domestic travel or other related living expenses. 

2. MM2H Visa Validity Period

  • The validity period for MM2H participants and their dependents' permits (including multiple entry visas) is set as follows: 


  • 【Platinum】: 20 years
  • 【Gold】: 15 years
  • 【Silver】: 5 years
  • 【Economic/Financial Special Zone】: 10 years 


  • After the permit expires, participants are eligible to apply for renewal and continue to enjoy the benefits of the Malaysia My Second Home (MM2H) program. The validity of the "Security Pass Sticker" (Pelekat Keselamatan) on the passport will correspond with the validity of the MM2H permit and the participant’s passport. During the program period, if the participant's passport expires, both the passport and the "Security Pass Sticker" must be renewed to ensure continued access to entry and legal residence benefits. 

3. Eligible dependents

  • Spouse (husband/wife)
  • Children under 21 years old, or unmarried children aged 21-34 who are not working in Malaysia
  • Disabled children (no age limit)
  • Parents and/or in-laws
  • Foreign domestic helpers (limited to the Platinum group)

4. Housing purchase requirements

  • The MM2H program requires participants to purchase and hold property in Malaysia, with specific minimum property value requirements as follows:


  • Platinum: At least 2 million MYR
  • Gold: At least 1 million MYR
  • Silver: At least 600,000 MYR
  • Economic/Financial Zone: Purchase property within the economic zone (must buy directly from the developer; purchasing second-hand property is not allowed) 


  • Applicants under the Economic/Financial Zone category must buy and hold eligible property within the economic zone, with the specific minimum property value determined according to the property acquisition policies of the relevant state government. Additionally, the property must be purchased directly from a real estate developer; second-hand properties do not meet the requirements of this program, and any property purchased from non-developers will not be accepted. All participants must hold the property for at least 10 years after purchase, during which it cannot be sold unless upgrading to a new property of greater value. Failure to comply with this regulation will result in the cancellation of the participant's MM2H visa, disqualifying them from the residency and related benefits provided by the program. 

5. Participation Fee

  • The participation fee is a one-time payment required upon successful approval of the MM2H program for the applicant, while their family members are exempt from this fee. 

 

  • Platinum: RM200,000
  • Gold: RM3,000
  • Silver: RM1,000
  • Economic/Financial Special Zone: RM1,000 

6. Residency and Age Requirements

  • All Categories: Must reside in Malaysia for at least 90 days per year.
  • Economic and Financial Special Zones: Primary applicant must be at least 21 years old.
  • Silver, Gold, and Platinum: Primary applicant must be at least 25 years old. 

7. eudcation

  • Children can continue their education in Malaysia, and for those over 18, there is no longer a need to apply for a student visa. They only need to obtain an MM2H study permit. This policy provides greater convenience for participants' families, allowing their children to easily enroll and benefit from Malaysia’s education system, whether continuing primary and secondary education or pursuing higher education. It’s worth mentioning that family members (children) can continue their education in Malaysia until they attend a higher education institution (IPT) recognized by the Malaysian government. This arrangement ensures that children grow up in a vibrant learning environment and enjoy the same educational resources and opportunities as local students. In this way, parents can confidently invest in their children’s future, ensuring a smooth and rewarding educational experience in Malaysia.

8. Business, Investment, and Employment

  • Only applicants in the Platinum category are permitted to engage in business or investment activities in Malaysia and are granted the relevant work permits. This means that participants in this category can undertake business ventures or investment projects in Malaysia, offering them greater flexibility and opportunities. For participants in other categories, engaging in business or investment activities is not allowed. However, if there are special circumstances, they must apply for permission from the relevant authorities on a case-by-case basis. This arrangement ensures clear distinctions in the scope of activities and legal responsibilities for different categories, while providing additional support and convenience for Platinum group participants looking to conduct business in Malaysia. 

9. Renewal of visa

  • All participants in the program, across all categories, are eligible to apply for a renewal of their visa every five years after the validity period of the program ends. The following fees apply for participants and their dependents when renewing their visas: 

 

  • Platinum: RM 5,000
  • Gold: RM 3,000
  • Silver: RM 1,500
  • Economic/Financial Zones: RM 300


  • Additionally, participants applying for visa renewal must resubmit relevant documents, including a valid passport, health report, and proof of medical insurance. These application materials can be submitted to the MM2H One-Stop Center or the Malaysian Immigration Department for processing. This process ensures participants can smoothly complete their visa renewal and continue to enjoy the benefits of residing in Malaysia.

10. MM2H Agency Service Fees

  • The authorities have established the maximum service fees that MM2H agencies can charge participants, with the specific limits as follows: 

 

  • Platinum: 70,000 MYR
  • Gold: 55,000 MYR
  • Silver: 40,000 MYR
  • Economic/Financial Zone: 40,000 MYR

Application Procedures and Fees

  • The specific steps to apply for the MM2H visa are as follows:


  • 1.  Submit Materials and Documents 
  • Submit a valid passport, application form, financial proof, and other required materials. 
  • Apply through the official MM2H website and pay the relevant fees. 


  • 2.  Receive Conditional Approval Letter
    The Immigration Department reviews the documents. Once the applicant receives the conditional approval letter, all supporting documents (such as property proof) must be submitted as required. 


  • 3.  Apply for Entry Visa and Complete Procedures
    Apply for an entry visa and complete all remaining procedures upon arrival (such as health checks). 


  • Fees  
  • Economic and Financial Zone & Silver: RM 1,000
  • Gold: RM 3,000
  • Platinum: RM 20,000


  • Renewals and Official Resources 
  • Before the MM2H document expires, applicants must pay the renewal fee and submit new financial proof to apply for an extension.
